There are 6 scenarios that can happen:
{Link Removed} still leading with 14 points.
Spoopermin in second with 12 points.
Avocado Friends with 10 points.
These are starting positions above. L-14 S-12 A-10 in short notation. Ties are in red.

Link wins:
L-19, S-15, A-11 or L-19 S-13 A-13 (In case of this tie one of tribes has 1/2 chance of surviving)
Spoopermin wins:
L-17 S-17 A-11 or S-17 L-15 A-13 (No need for tie breaker, since Avocado would be third anyway)
Avocado wins:
L-17 A-15 S-13 or L-15 S-15 A-15 (Anyone can win in that tie)

Link will win as long as triple tie won't happen. In triple tie they have 66.6% chance of surviving.
Spoopermin must have luck in ties, if these happen to avoid tribal council.
Avocado must win or have luck in tie breakers to avoid council.

Total chance of avoiding council for:
Link: 94.4% - Don't go full random, as there is still 5.6% of bad luck.
Spoopermin: 69.4% - This is modest chance. Better not end up in third place of last round!
Avocado: 36.1% - Low chance! Pray and better make first place in last round!
