Description of Bug:
Failure of color/format codes (eg. &4, &n) to work in the expected fashion on wooden minecraft signs. Instead displays exactly what was written. Seems to impact everyone below Architect rank, so it is likely permission-related.

Steps to Reproduce:
(NOTE: Must be a rank below Architect, and cannot have staff overrides!) Go on EscRestart Create. Go to a location where you may build, such as a plot or a flat world. Place down a sign, and attempt to use formatting codes. Click the "Done" button, completing the sign; the formatting codes should have updated the sign text's coloration and style. This does not occur.
