I'm imagining a top... Because if you spin it at exactly the right moment... It spins/turns but doesn't move from the spot you spun it from...
But it could move so...
Seeing as the top kind of has an axle...
Can the Earth or any type of Planet be considered the answer? Since they all turn but don't exactly move their positions unless you count them moving around the sun...

Or maybe "turning" involves like--- Food spoiling or growing mold?
Am I just thinking of this question with the wrong purpose and I have actually no idea what I'm saying?

Ok fine, lets see, "You can spin, wheel and twist, but it can turn without moving. What is it?" Going off of what jk said about food going bad, the only thing I can think of off the top of my head is fruit fermenting or liquids changing substance such as milk to cheese or w/e it turns into.
