Question About Website Hosting

Alright, so I've been hosting my own public server for a little now, and I want a website so people can apply for ranks and talk about stuff and report players. I would like it to kind of be like this one, in the sense that I can make categories and have players register and post. So I'm wondering, what do I use to make a website like that? Thanks

I know there is http://www.forumotion.com/en/tag/maker, which lets you create a free forum which it will host. Besides that no idea :/

I used to use those "phpbb" forum creators, or whatever they're called. Just google "Make your own forum" and you should find a few things!
