The way I interpreted it meant that the Mafia was known as the Chaos Insurgency and that they specifically wouldn't be consisting of SCPs

I see no reason to not to lynch hunter. From my viewpoint, if he is scp-096 (which I think is fairly possible), then it's my goal to kill him, or even if he's another role, he's been actively trying to get me killed anyways.

From a town-sided viewpoint, he's lied and lied and lied all game, throwing the game wherever he wants, and could be a third-party killer, chaos-creating blue, or a mafia trying to save himself. With all the chaos left from his discussions, and the viable chance of him being anti-town, I'd lynch him if I was pure town also.
So with all of that in mind:
