a game where people have essentially hit points that will diminish over time a vig (or atleast a normal vig) seems a weird addition to the set up

No, four is not enough, and I'm really not sure it is a good idea to just start without some assurance a larger number of people would go with it.

I dont really think the long term benefits outweigh the short term advantage given to the mafia.

I'll claim one ability for now and once more people claim I'll reveal the other one.

Both are pretty passive but the second one has more uses when people don't know about it. Even if it's not the best ability I rather not give it up if not everyone is willing to claim.

First passive is to move the economic scale down by one... haha, I hate this role...
And yes I mean literally by one

I would hesitate to call that a claim. Mischief is your action that you claimed literally along the lines of "if you use this action the panic scale will go down" and nothing else? Or is that an effect of your action?
