Well with this kind of challenge you can only guess with the help of google since you have no hint beside the number of letters and World City. So You look at the list of capitals, then look at the names with two 5 letters word. Addis Ababa is alone and contains 5 different letters (A B D I S) explaining the special rule. This was too easy for @Mmarz11 and myself.
Google is disallowed.
