Also, this is becoming a circlejerk of "lynch me, you must be mafia if you aren't" and "no I'm waiting for notty". We're not accomplishing anything, and we very likely won't accomplish anything until notty says something.

If you're the contact, you aren't going to risk your life for another mafia member. It's the most important role, you wouldn't be going through these hoops to prevent another mafia from dying.

The reason notty doesn't want to say anything is probably because he really does know who the vig is. Problem is...he doesn't want to reveal that, because he knows the doctor will protect the vig if he does reveal.
