Those of you who are oldies may remember this forum game that never actually took off. I made the original thread over a year and a half ago, but never got enough interest from others to begin it.
Now, I'd like to get people playing it.

Martial law was declared in most countries, the army focusing not on the enemy, but on their own people. Riots continued for years, some without rest, until the development of the Hephaestus ExoSuit.
One of the major developments of the late 2020's, the Hephaestus was developed in the United States as a protective suit for law enforcement and military personnel. While the first versions to be used were armed with nothing but a fist and their presence, they were later armed with machine guns and grenade launchers. The Hephaestus changed the entire face of riot control, and all riots -and rioters - were quickly subdued.
The Hephaestus was quickly sold and copied by other nations to quell their own riots, some with more violent force than others, and thus the first era that can truly be called "utopia" was born. Through a show of power and force, people were kept oppressed by most governments of the world. Until the year 2035, this is the way the world worked. Though, anybody could predict that the increasing population could only increase for so much longer.
In the year 2036, another disaster struck. The human population, now hitting 20 billion, was at it's limit. Diseases, some of which were eradicated during the early 2020's, returned to ravage the population. Smallpox and tuberculosis began to quickly spread throughout apartments, crowded with people. Vaccines for smallpox, which had eliminated the disease in the 1980, were no longer effective against the mutated strain, which spread like wildfire through cities. The diseased began to outnumber the healthy, and riots again began to spark again.
By 2045, the human population had been reduced to 2.5 billion people. In some cases, the entire population of some developing countries had been killed off, leaving them nothing but a border on a map. The reduced number of enlightened individuals (such as doctors, scientists, physicists, etc.) lead to a slowed amount of progress in the scientific field. Outbreaks of smallpox and tuberculosis continued, though the reduced population helped to control spread. Nations closed their borders and cut off trade in an attempt to focus on quarantining and treating the sick population.
The end of the modern era came in the year 2047. The United States and China, the final two superpowers in the world, went to war with each other. Nobody outside of the governments knew why, nor could anybody think of a plausible reason. On May 21st, 2047, the People's Republic of China and the United States of America, along with their respective allies, launched every nuclear arm at their disposal in an attempt to destroy each other. It almost worked.
In the year 2156, survivors appeared from underground bunkers, created before the exchange, to gaze upon a very changed world. The largest of the bunker systems, located in what was once New York City, took it upon themselves to create the perfect civilization. They began to build civilization anew, calling their civilization "Sanctuary." They began to build their civilization based on a strict code of laws. Armed with the old Hephaestus suits, they were able to enforce said laws.
Opposite Sanctuary, in the Rocky Mountains, began another city: Utopia, controlled by the New Order. Built on similar laws, with a similar purpose, they were unaware of each other. While Sanctuary was built like a typical city, Utopia was built differently.
Designed to be self contained, Utopia was a city populated by skyscrapers, and surrounded by a large river, with a bridge extending over it. But the most impressive feature was a massive glass dome covering the city, enclosing the population into what would be considered a perfect state of happiness. Closed off from the outside world, they would be safe and happy. And until 2230, they were.
Sanctuary quickly began to fail for the same reason the old world did: lack of food. Whereas Utopia had a large stockpile of food, and large underground farms to support a population, limited by law. When Sanctuary made contact, and they realized what a powerful asset Utopia was, especially with it's limited military.
War was constantly waged over the resources of Utopia. Both Sanctuary and the New Order conscripted for their armies. Sanctuary favored having well-equipped, well-trained soldiers, whereas the New Order favored having many conscripted soldiers, armed with pre-war weapons. Most battles were fought the same way they were in the early 1900's - in trenches, stretching across the Midwestern United States, and little progress was made. Until 2310, when Sanctuary invaded and captured Utopia. At the same time, the New Order took control of Sanctuary, though in the end, Utopia was the ultimate prize, as it is today.
The current year is 2499, and Utopia is still in the hands of Sanctuary, now renamed to simply "Utopia." The New Order controls all land east of the Mississippi River, and Utopia all land west. Both civilizations, engaged in constant warfare, have evolved greatly from when the war started, but still remain deadlocked. Lines of control have not moved more than a few miles in any direction for 30 years, as men and women die protecting their countries.
This game will be played one of two ways, which I will decide with help of you guys.
1. The game will be a "reaction" type game, where I post what is happening for each character, and you post how you react. This is a much simpler way and depending on my schedule, I might prefer this.
2. Players are given a certain amount of starting health (most likely 100, but may change based on class). Weapons and armor are also given values, as well as there being a certain "miss" value and cover value. When a player is shot at, I first calculate the miss chance. If the bullet misses, all other checks are ignored and the player/target takes no damage. If the miss chance check is passed, the cover check is calculated. Certain amounts of cover will have higher values, which is the check is passed, means the target takes no damage. If the cover check fails, the target is hit. Next check is weapon damage minus armor value. Anything left over is damage to your health. If weapon damage is less than armor value, no damage is taken. Certain weapons are better than others at penetrating armor, but that will be calculated differently.

- Most importantly: stupid actions will get you killed, and when you are killed, you are booted from the game. Staying in cover and not running into gunfire is going to be necessary for your survival. I will not hesitate to have you killed off if you respond to being fired upon stupidly.
- Second most importantly: TEAMWORK, TEAMWORK, TEAMWORK. Watch your team's back, and they'll watch yours. It will also be necessary to survive the game.
- You are a soldier - not a god. You will not soak up bullet after bullet, nor can you always hit a target you are aiming at. In most cases, you will miss, unless you are closer to a target who is not in cover.
- For the purpose of making the game more manageable, all weapons have infinite ammo (with exceptions) This does not mean you can simply fire forever. Some weapons will have to reload after one shot, some after many, which will be dictated by me telling you that your weapon is no longer loaded.
- Brains over brawn. As strong as you can be, nothing beats a thought out plan and organization. Like I said, acting stupidly (for example, charging into gunfire) WILL get you killed.
- Finally: have fun. Other than physical rules, I won't dictate many mental ones. While you begin as a soldier from a certain faction, nothing is stopping you from betraying them (other than an officer's pistol)
