Thank you for your very valid question and input. Let me try to explain our reasoning:
We know of people that are willing to support us financially, but not in the current way (which is a blanket "Let's just throw money at them"). I talked to some, and they mentioned that getting a little reward would be a good enough reason for them to see their donation valued.
Now, personally, I think that each and every donor is an awesome person, especially since they do it purely for the community and not for personal gain. So far we do rely on a very select few to donate, a situation that is even more slippery than adding a system that enables a group of many to support us.
Our "No donation for perks" policy was always for "pay-to-win" scenarios. As you say, this does make us unique and a group of friends. And we will not change that. But even if we are a group of friends, we can only do what we are doing if we can keep the servers running.
Tl;dr: We have gotten wind that people are taken back from donating because we don't honor it enough. As a "thank you" for their willingness to support us we want to introduce this very un-invasive system to thank them. (btw, that's also the reason we also added the donor ribbon on the forums, a non-intrusive way to thank the people that donate.)

Anyhow, let me answer to your point: If someone cannot donate we don't give them the feeling they aren't appreciated. Ever. We don't do that currently and we will never do it in future. If someone cannot donate, seeing people receiving a fun item won't make them feel any worse, since it's a simple fact that they can't. Have you ever felt sad seeing someone have a shiny blue donor ribbon on the forums? No? Well then you won't feel sad seeing someone carry the dirtblock of cakieness. Also, there is a reason we would have key giveaways, events, quizzes, etc.,

Personally, I wouldn't mind simply trying it out (best way to see how the actual reception is). I see no harm done due to the fact that it doesn't crate a pay-to-win scenario. And due to the fact that the poll suggests we might be on a good track with this
